It can, but the program is materially weaker without first-party signal. Compliance depends on the provider's data sourcing and the customer's activation use. Most providers handle the consent layer at the publisher level and pass aggregated account-level signal rather than individual-identified data. Customers should still review the provider's data-handling practices with privacy counsel and document the legal basis for activation.
Topic spikes typically retain activation value for two to four weeks. After that window, the account has either engaged with a vendor or moved on, and re-firing a sequence on stale signal usually wastes effort. Most activation playbooks expire signals after 21 days unless renewed by a fresh spike.
